I have a PVC Saturn Inflatable Boat. I want to remove the handles and reposition them. How can I do this without comprimising the integrity of the material?

That is not easy. You would have to use heat gun to blow hot air over handles until glue will soften. Then slowly start pulling edges of handles. It is possible that upper layer of PVC may start to delaminated, so you will need to stop an try different edge. If you will have delaminated layer of PVC, you will need to cover it with patch or D-ring later on.
