Economic times are tough and I'd like to find a reasonably priced aluminum fishing frame for my 13ft raft. Anyone can point me in the right direction?

Your best bet is to go to Google and search for nearest aluminum welding shop in your city. Look for drawing of frames on the Net, and bring this drawing with dimensions you need marked on it. I belive Asluminum welding shop can weld nice aluminum frame for around $100 to $200. Here is Google image search for aluminum fishing frames: http://www.google.com/im...mp;biw=1656&bih=836

There are fishing frames available in the market but I would recommend to design it and get it weld. It will be reasonable. OR You can search on the internet for your nearest Aluminum Frame maker.
